The Trump administration is appealing a federal court ruling, which requires it to ensure full payments under the Supplemental Nutrition Assistance Program (SNAP) in November. According to the administration, implementing this ruling could cause greater harm to the government than not providing assistance to millions of Americans with low income.

Currently, the SNAP program provides financial assistance to approximately 42 million Americans. Under the conditions of the ongoing government shutdown, the U.S. Department of Agriculture (USDA) plans to disburse only part of the November assistance, which has prompted court challenges from cities, religious groups, and nonprofit organizations. The courts have sided with these challenges, yet the administration has appealed, asserting that the courts are overstepping their authority.

In its 40-page document to the 1st Circuit Court of Appeals, the administration argued that failing to spend already allocated Congressional funds is a greater harm than the hardship it creates for those who receive assistance. However, according to the judges, such a stance puts the foundation of government distribution in jeopardy.

As of November 3, 2025, the federal government reported that only $4.65 billion remained in the reserve fund, sufficient to cover only 50% of the necessary payments. Currently, the SNAP program requires between $8.5 billion and $9 billion per month for full funding. This leads to an increase in uncertainty among families who rely on this assistance.

Many families are experiencing food insecurity, adjusting their daily expenses and planning meals to conserve remaining resources. The expectation of assistance remains constant, while uncertainty continues to escalate the situation.
