Negotiations between Ukraine and the USA regarding the peace plan for ending the war with Russia continue against the backdrop of new attacks from Moscow. On November 25, 2025, Russian drones struck residential buildings in Kyiv, resulting in the deaths of two people, while six others were injured.
These strikes occurred at a moment when Ukrainian President Volodymyr Zelensky positively assessed the changes proposed by European allies to the 28-point peace plan, which previously provoked a recorded response due to its bias in favor of Russia. During the negotiations in Geneva, some progress was made, and the plan was shortened to 19 points, which elicited cautious optimism among Ukrainian officials.
However, the Kremlin rejected European proposals, labeling them "non-constructive" and stating that the previous USA plan was "unacceptable" for Moscow. Meanwhile, President Donald Trump expressed hope for progress in the negotiations, emphasizing that despite the difficulties, there is a possibility of achieving peace.
Zelensky stated that sensitive issues remain that require discussion with Trump. He also emphasized that Ukraine will not backtrack on peace and hopes for a swift resolution of the conflict.
In addition, during the recent attacks on the capital, Kyiv suffered significant damage, particularly in the Pechersk and Dnipro districts, where as a result of the strikes fires broke out and there was a loss of electricity. In response to these attacks, Ukrainian military forces activated their air defense systems to protect the city.
