On November 24, 2025, the U.S. Secretary of the Army, Daniel Driskel, held secret negotiations with the Russian delegation in Abu Dhabi, United Arab Emirates. These negotiations were a continuation of discussions that took place in Geneva between the USA and Ukraine, which aimed to promote a peace process in Ukraine.

Driskel plans to meet with Russian representatives again on November 25. Information about the composition of the Russian delegation is currently unavailable.

Earlier, during a meeting in Geneva, the USA presented an updated peace plan that was reduced from 28 to 19 points. In the new version, there is no longer mention of the amnesty for actions committed during the war, as well as limitations on future military capabilities of Ukrainian armed forces.

The President of Ukraine, Volodymyr Zelensky, stated the necessity for further work on this plan. After the negotiations in Geneva, Russian officials stated that they had not received information about the results of the discussions.

At the meeting with Driskel in Abu Dhabi, there may also be a meeting with the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Kyrylo Budanov.
