The United States has intensified pressure on Venezuela, designating the Soles cartel as a terrorist organization. This step was announced on November 25, 2025, after U.S. Secretary of State Mark Rubio confirmed that the cartel is not only involved in drug trafficking to the USA.
This step marks a new phase in the confrontation between the two countries. The USA has already conducted strikes against suspected vessels involved in drug trafficking near Venezuelan waters and has closed access to the use of President Nicolas Maduro’s assets.
The Venezuelan Ministry of Foreign Affairs reacted to this, calling the USA's statement absurd and an attempt to justify illegal intervention in the internal affairs of the country.
The Soles cartel, as confirmed in Washington, is associated with Maduro. This term emerged in the 1990s and initially referred to military personnel involved in drug trafficking. Over time, its significance expanded to include high-ranking officials involved in large-scale schemes and illegal mining of precious metals.
In response to the USA's actions, President Trump is considering the possibility of a phone conversation with Maduro, despite the increasing tensions between the countries. Although the exact date of the conversation has not yet been announced, it may indicate that military intervention is not planned.
Meanwhile, the USA's operation in the Caribbean Sea, known as "Operation Southern List," has already resulted in the sinking of 21 vessels and the deaths of over 80 people during an attack that provoked human rights violations.
