The President of Ukraine Volodymyr Zelensky signed a decree implementing the decision of the National Security and Defense Council (NSDC) to impose sanctions on 56 maritime vessels. These vessels illegally entered Ukrainian ports, temporarily occupied by Russia, and exported Ukrainian agricultural products during the period from 2022 to 2025.

The corresponding decree No. 860/2025 was published on the website of the President's Office on November 25.

Among these vessels are those that stole thousands of tons of stolen Ukrainian grain, sunflower seeds, and other products in the closed ports of Sevastopol and Feodosia. Many of these vessels are already under sanctions from other countries, including the European Union, the USA, and Switzerland.

It is noted that the vessels are not only under the Russian flag: 17 of them operated under the flags of other countries. The President's Office emphasized that Ukraine will work with relevant states to revoke the licenses for these vessels.

Ukraine continues to increase pressure on Russia in all possible areas, synchronizing its decisions with partners to force the aggressor to stop the war against our country and our people.

The list of vessels on which sanctions have been imposed is included in the annex to the published presidential decree.
