On November 25, 2025, a meeting took place in Kyiv between the Minister for Foreign Affairs of Ukraine Dmytro Kuleba and NATO Deputy Secretary General Mircea Geoană. The main topic of discussion was NATO initiatives, including the PURL program, as well as Ukraine's needs in enhancing its defense capabilities.

Sybiha noted that he briefed Geoană on the implications of Russia's recent aggressions and the primary needs of Ukraine in enhancing its defense capabilities. The parties also discussed further steps in the peace process and stressed that Russian attacks undermine efforts aimed at achieving peace, particularly from the side of the USA.

The Minister for Foreign Affairs reaffirmed NATO's solidarity with the Ukrainian people in the fight against Russian aggression. They also confirmed their intention to continue cooperation to enhance Ukraine's diplomatic and military levels.

In addition, Sybiha announced that on November 26, he would participate in the EU Council meeting on foreign affairs, where the peace plan for Ukraine will be discussed.
