The number of civilian casualties in Ukraine is increasing due to Russian attacks

The number of civilian casualties in Ukraine is rising against the backdrop of intensified attacks by Russian armed forces on energy infrastructure. According to the data from the Monitoring Mission of the Office of the United Nations High Commissioner for Human Rights (HRMMU), in 2025, Russia significantly increased the use of long-range weaponry.
In the early hours of November 25, a large-scale attack occurred, resulting in the deaths of at least eight civilians, and 34 were injured, including four children. This attack has been the deadliest in the last two months, targeting energy infrastructure in several regions of the country.
HRMMU data indicates that from January to July 2024, as a result of attacks, 434 civilians were killed, and 2045 were injured. In 2025, these figures have increased: 548 killed and 3592 injured, which is an increase of 26% and 75% respectively. In Kyiv, the number of casualties in the first ten months of 2025 is more than four times higher than the total for all of 2024.
In addition to human losses, civilian homes, buildings, and infrastructure are being destroyed, which could lead to prolonged reconstruction efforts. These new attacks also exacerbate the psychological pressure on the population.
Recent waves of attacks on energy facilities have increased the strain on Ukraine's energy system. Emergency power outages are being added to existing planned outages, which affect the population daily.
