On June 13, 2025, New York State lawmakers passed a bill aimed at preventing disasters related to artificial intelligence (AI) developed by companies such as OpenAI, Google, and Anthropic. This bill, known as the RAISE Act, stipulates that companies must publish reports on the safety of their AI models.

The bill represents a significant achievement for the AI safety movement, which has faced challenges in recent years due to the priorities of speed and innovation in Silicon Valley. Co-author of the bill, New York Senator Andrew Gounardes, noted that the RAISE Act should not stifle innovation among startups or academic researchers.

If the RAISE Act becomes law, the largest AI labs will be required to report safety incidents and provide reports on the behavior of AI models. Violations of these standards could result in fines of up to $30 million.

Senator Gounardes emphasized that the growing risks associated with technology require urgent measures to establish safety standards. The bill is currently with New York Governor Kathy Hochul, who can sign it, return it for revision, or veto it.

Senator Lummis's RISE Bill

At the same time, on June 13, Republican Senator Cynthia Lummis from Wyoming introduced the RISE bill, which also aims to ensure AI safety. This bill provides conditional protection for AI developers in exchange for transparency regarding training data and evaluation methods.

The RISE Act offers protection from civil lawsuits provided that clear disclosure rules are followed, such as publishing a technical description of the model and specifications. This creates conditions for the safe development of AI while maintaining professional autonomy.

Both bills reflect the growing need for transparency and safety in the field of artificial intelligence, which is becoming increasingly relevant in light of rapid technological advancements.
